Answer
To be effective as head protection, it should be worn no more than 1 finger-width above your eyebrows (wearing a helmet cocked to the back negates most of its protection). Forehead coverage is more important as most bicycle crashes are "faceplants" but back of the head protection is a bonus that more expensive helmets provide.

Helmet makers specify a range of sizes for their helmets that is based on head circumference. Once you determine the proper size, check the fit and comfort. Fit should be snug. Sizing pads are usually provided. Most importantly, try to wear the helmet to see if your head shape is compatible with their helmet shape so you avoid getting one with pressure hotspots.

How effective is an army helmet on a moped?

My state does not require an helmet to be worn while riding a motorcycle, and a moped is a lot less powerful than a motorcycle, but for my comfort, I would like to wear a helmet. I know where I can get a surplus army helmet (the green GI kind). I was wondering how effective that would be in a crash. I remember seeing how army helmets absorb shock as well as NFL helmets, but Google is seriously letting me down here. Thanks for the help.
Edit: I'm not being cheap because I don't think it's important, I literally have 30 dollars to my name (I am a student and the only work I could find is volunteer work)

A army helmet is made to stop bullets. They do not even have a chin strap to keep the helmet on your head in a fall. A army helmet is useless in falls.

A football helmet will stay on your head. It is designed for falls at running speed -- about 5-8 mph. A styrofoam bicycle helmet would be better than a football helmet

If you do not go past 15 mph a bicycle helmet might help.

The "DOT" sticker on a motorcycle does *not* mean that the DOT as certified the helmet. The USDOT does *not* certify helmets. All that the "DOT" sticker on a helmet says the manufacturer of the helmet says it is built to DOT specifications. But they are better than army helmets, football helmets, or bicycle helmets -- none of which are effective at all for motorcycling.

Put "motorcycle helmet DOT" into eBay and you can find that you can get DOT motorcycle helmets, delivered to your house, for under $30.
