NONE of the above. The severity of accidents (wrecks) can be avoided simply by PAYING ATTENTION. A full FORTY-FIVE percent of all cycling accidents are SOLO falls. No one else or nothing else involved.

Riding only on the streets will NOT prevent an accident - although that's where VEHICLES (such as the bicycle) belong.
Using helmets can & certainly will reduce the amount of serious head traumas. But it won't "prevent" anything.
Using a light while riding at night will certainly improve your chances of NOT having an accident, but won't do squat to prevent you from having a wreck on your own.

I want to get a new bicycle to ride recreationally. I will only be riding on neighborhood roads and at parks. I will not use it as a mean of transportation or on public roads.

So unless all the streets in your neighborhood are lined with marshmallows - wear a helmet. Most people who don't like helmets do so because they're too hot. Easily cured. Don't buy a cheapo one from Wally World! Get a good one with lots of ventilation either at a local bike shop or Amazon.com.
