The applicable excerpt from Georgia state law is:
"No person under the age of 16 years shall operate or be a passenger on a bicycle on a highway, bicycle path, or sidewalk under the jurisdiction or control of this state or any local political subdivision thereof without wearing a bicycle helmet."
So, if you are under 16, you must wear a helmet. If you are 16 or over, you really should wear a helmet. Even if you are the best cyclist in the world you can be knocked off your bike by someone else's stupidity or even just by their lack of attention. You don't want your brains to be the topping on a street pizza. Having seen people go flying over their handlebars and doing nasty faceplants, I can vouch that helmets do work.

Mika

Answer
Yea I hate helmet hair too. That's an interesting question and not easily answered. A random check of ten states found that only one (Georgia) actually prohibits bicycles from using the sidewalk. Some cities and towns have local ordinances prohibiting sidewalk use in certain areas such as the downtown business area. As for helmet laws, most refer to "bicycle use in public areas" which would include sidewalks. By the way, riding on the sidewalk actually increases your risk of injury from a car due to intersections and cross walks. Check out the stats in the link below.
