No. However, it is illegal to ride a motorbike or to be a pillion passenger on a motorbike on the public highway without one

helmet must either

*comply with British Standard BS 6658:1985 and carry the BSI kitemark or
*comply with UNECE Regulation 22.05 or
*comply with any standard accepted by a member of the European Economic Area which offers a level of safety and protection equivalent to BS 6658:1985 and carry a mark equivalent to the BSI kitemark

In accordance with the Motor-Cycle Crash Helmets (Religious Exemption) Act 1976, Section 2A "...exempts any follower of the Sikh religion while he is wearing a turban" from having to wear a crash helmet.

Also, if you're in a sidecar, you're not legally required to wear a helmet

There is no legal requirement to wear any specific type of clothing other than the helmet, however, obviously the more inappropriate your clothing, the more you're risking your life. Personally, it vexes me to see people even if only on a moped, not suitably attired, and to me that means full leathers with the appropriate supports (back etc), proper boots and gloves.

Netherlands riding motor scooters on the pavement?

my dad watches a web cam at http://www.railcam.nl/ He is fascinated along with the pedestrians the elderly there are scooters and motor cycles riding on the pavement. Some not even wearing Crash helmets . Can anyone explain this to me. It would not happen here in UK.

In NL you can ride a bromfiets (moped) on the fietspad (bicycle path), which is separate from the pedestrian walkway. Bromfiets are typically 50cc and limited to 50kph or less. Scooters with more power would ride in the street with traffic.
