I'm planning to buy a mountain bike tomorrow. Which brand is recommended?

Go to you local bike shop or shops if you have more than one. Chose a bike that fits you best. Do this by riding many different bikes and getting a feel for them. One will stand out as better riding. This is your bike.
The big difference between many models is the frame. Most of the components will be of similar quality for a price point, but frames and how the fit you are the real deal. Don't try just one, try several before making a final decision.
Good brands to try out are Giant, Fuji, Canondale, Specialized, Bianchi, Trek, Gary Fisher, and a few other smaller brands too.
Last, don't forget a properly fitting helmet. It's cheap insurance.

how much will it cost to outfit a new dirt bike rider not including bike?

I am doing preliminary research to find out how much I will need to spend on riding gear like pants, boots, helmet, etc. In my late 20's average height, weight, build. I will be riding trails, strictly off-road. Also, are there any great online companies that offer great deals or discounts on new gear? Thanks in advance!

The link below has all of the gear you'll need, at least for pricing. They and other on line sources have some form of discount and occasionally have "sales" with very discounted prices.
Here is a basic list of what you'll need listed by priority.
Off road helmet
Gloves
Off road road boots
Goggles
mx/off road pants
Riding jersey
Foul weather jacket
There are tons of other stuff you could get like different gloves for different weather conditions, socks made for dirt bike riding, shin guards and body armor, .... the list goes on. For what I have in the list above you could spend $600 to $2000 USD depending the brand and model of each item you choose.
Also you don't have to buy it all at once. If you allready have some heavy boots you could use those until you find proper ones you like on sale. I rode in denim jeans for years before I bought a pair of off road pants, but you see the point.
